Bluetooth Support Across Every Codename One Target

Codename One has moved Bluetooth into its core and added platform-specific implementations for Android, iOS, desktop, JavaScript, and the simulator.

The new API covers BLE central and peripheral roles, GATT, L2CAP, classic RFCOMM, and native desktop radios.

Unsupported operations now surface typed errors and capability checks instead of failing silently.

On the web, it uses Web Bluetooth for central GATT only; classic Bluetooth, peripheral mode, RSSI, and repeated sightings are still unavailable in browsers.
