Launches 'bandwidth-based billing' for full MVNOs... a bold move to shake up the budget mobile market

South Korea’s ICT ministry will introduce a bandwidth-based wholesale pricing scheme for full MVNOs, charging by network capacity rather than data usage.

The move is meant to let full MVNOs use their own facilities to design more flexible pricing and speed policies.

The government plans to start follow-up procedures this month and complete institutionalization in the second half of the year.

It is also reviewing broader mandatory interconnection coverage and eased interconnection requirements.

The policy aims to move beyond current usage-based and revenue-sharing models and strengthen MVNO competition.
