Government to nurture the MVNO telecom market as a game changer, reshaping it around facilities-based operators

The Ministry of Science and ICT unveiled a plan to boost competition in the MVNO market.

It will create legal categories for service-based and independent MVNOs, broadening entry for infrastructure-based and non-telecom players.

Rules on wholesale access, interconnection, radio fees, and user protection will be revised, alongside lower prices and stronger customer support standards.

The government also plans to promote eSIMs, personalized plan comparisons, and automatic subscriber migration in M&A deals.

The goal is to move MVNOs beyond simple low-cost resale toward more sustainable competition with the major carriers.
