Manufacturers must provide removal tools if needed, clear instructions, long-term parts availability, and fair battery pricing.

Software will not be allowed to block battery replacement outside official service channels.

The rule could reshape phone design and force Apple and other global makers to adjust hardware and supply chains for Europe.
