Former Syracuse University professor Rafael Concepcion used AI-assisted coding tools to build anti-ICE apps for immigrants to track and report enforcement activity.

His apps, including DEICER and later OJO Obrero, quickly drew users but also triggered threats, hacking attempts, and intense scrutiny.

The Justice Department and Apple moved against the project, and Apple removed DEICER from the App Store.

Concepcion has since kept working with immigrant-rights groups and says he will keep the tools online.
