Plymouth Township in Pennsylvania has advanced a proposed AI data center only if the developer meets 43 zoning and safety conditions, then sent the case to its Zoning Hearing Board.

The developer says the rules make the project too difficult to build, while township officials accuse it of trying to force approval.

The township’s demands reflect concerns over the local impacts of large data centers, including environmental risks, power demand, noise, and land use.

The project owner says it has negotiated in good faith and has already accepted many of the township’s requirements.
