A tracker now counts 78 moratoriums across 69 jurisdictions, including four permanent bans on new builds.

The pushback is driven by concerns over electricity demand, grid strain, pollution, and higher utility bills for residents.

The trend could slow hyperscaler expansion and increase costs and delays for AI infrastructure projects.
