Seibu Shinjuku Line’s New Red Arrow to Become a Sightseeing Limited Express, Designed by Kunio Okawara

Seibu Railway will convert one 10000 series New Red Arrow set into a new sightseeing limited express on the Seibu Shinjuku–Hon-Kawagoe route from fiscal 2028.

Kunio Okawara will supervise the exterior and interior design, with plans for semi-private seats, sofa seating, and a bar counter.

The upgrade is aimed at capturing tourism demand on the Shinjuku Line while attracting rail fans and anime fans through a regional collaboration strategy.

The project builds on the popularity of the Red Arrow brand and strengthens ties to Kawagoe sightseeing.
