29-Story Mixed-Use Complex on Former Kobe City Hall Annex Site, with Retail, Hotel and City Hall Functions

Japan’s transport ministry approved the redevelopment of Kobe City Hall No. 2 site as a high-quality private urban renewal project in a special revitalization district.

An Orix Real Estate-led consortium will build a 29-story mixed-use tower combining municipal functions, offices, a hotel, and commercial space.

The plan also includes surrounding public space, aiming to create a new civic and business hub in central Kobe.

The project is targeted for completion in fiscal 2029 and is expected to strengthen foot traffic, tourism, and local business activity.
