Philly suburb: Sure, build that data center—but first meet our 43 demands

Plymouth Township, a Philadelphia suburb, is fighting a proposed 2 million-square-foot data center at a former steel plant site.

The township approved a 43-point ordinance requiring zoning changes, mitigation steps, and community benefits before the project can move forward.

Developer Brian O’Neill’s company is challenging the rules as overly burdensome and says the township is blocking approval.

Local leaders say the conditions are meant to protect residents and ensure the developer addresses health, safety, and infrastructure impacts.
