Japan Newspaper Publishers & Editors Association Urges Government to Develop Rules on AI Search

The Japan Newspaper Publishers & Editors Association urged the government to quickly build rules that prevent unauthorized use of news content by AI search services, centered on rights-holder consent and opt-out.

Citing Google’s AI Overview and AI Mode, the group said users cannot easily refuse AI use separately from normal search and that transparency remains insufficient.

It warned that without clear usage rules and compensation mechanisms, news publishers’ revenues and copyright protections will be undermined.

The association said practical safeguards and fair payment frameworks are now urgent as AI search becomes more widely used.
