Up to 6% of sales in fines for illegal spam senders and businesses

The Ministry of Science and ICT announced a plan to tighten penalties on illegal spam, splitting violations into three tiers and imposing fines of 1% to 6% of sales.

The draft rule also adds heavier penalties for repeat violations and obstruction of investigations, while allowing reductions for self-correction and cooperation.

New standards will set fines for message authentication and bulk-messaging operators under revised enforcement rules and notices.

The move is designed to curb spam distribution and strengthen protection for users.
