PIPC recommends that the Ministry of Science and ICT improve facial authentication rules for mobile phone activation

The Personal Information Protection Commission urged the science ministry to improve a facial-recognition pilot used for mobile phone activation.

After reviewing the pilot, it said legal basis, user choice, and data minimization were not sufficiently built in.

The move aims to reduce privacy risks as biometric identity checks expand, and to improve the legality and proportionality of processing sensitive face data.
