Amendment to the Criminal Procedure Act passes plenary session… prosecutors' direct investigative authority abolished after 70 years

The National Assembly passed a revision to the Criminal Procedure Act by 175 votes to 178 present.

The bill abolishes prosecutors’ direct investigative authority and supplementary investigation power, while allowing requests for police to conduct supplementary probes.

It also adds mandatory KICS case-record input, expands appeals over non-indicted cases, and strengthens access to case files.

The move effectively ends a 70-year-old prosecution-led investigation system and accelerates the separation of investigation and prosecution.
