Ominous Surveillance “Scarecrows” Appearing Across America

Portable camera-on-wheels units called COWs or “scarecrows” are being deployed across the U.S.

COWs are towable trailers with solar panels, batteries, and telescoping CCTV masts used by police and security firms.

Vendors like Flock Safety sell COWs and firms such as Allied Universal rent them to agencies.

Manufacturers and vendors say the devices can connect via cellular or WiFi and provide AI facial recognition and video evidence.

Surveillance firm ECAM said it operates over 150,000 cameras and industry demand helped grow the market.
