China Telecom Deploys First Domestic TPU Cluster in Hangzhou: Zhonghao Xinying Chana TPU With 400 PFLOPS, National-Grade Computing Chain From Chip to Platform

China Telecom, ZTE, and Zhonghao Xinying have deployed China’s first domestic TPU cluster in Hangzhou.

The first phase uses 1,024 chips and delivers 400 PFLOPS of compute on the Chana TPU.

Prefill-decode separation scheduling reportedly lifted token throughput by more than 10 times and sharply reduced inference costs.

A next-generation Xuyu TPU is expected to offer higher performance and lower power use, with plans to scale beyond 10,000 PFLOPS.

The rollout gives China’s local AI chips real telecom workloads and strengthens system-level competition in the domestic hardware market.
