Kim Jong-cheol said compulsory parental consent and age verification for teens could be considered if platforms do not cooperate enough on youth SNS overuse.

He stressed that regulation alone is not the answer and that broader public discussion is needed before any move.

The ministry has already said it will push revisions to the Network Act to bar under-14 signups, require age checks, and limit addictive features like infinite scroll.
